Arvind Kejriwal resigns after graft bill blocked

Posted by Unknown Jumat, 28 Februari 2014 0 komentar

Delhi's firebrand Chief Minister Arvind Kejriwal announced his resignation Friday to protest the blocking of an anti-corruption bill, fewer than 50 days after taking power in the Indian capital.

"My cabinet has decided that we are quitting. Here is my resignation letter," Kejriwal told supporters of his fledgling Aam Aadmi ("Common Man") Party in the capital, brandishing a white sheet of paper. "Straight after this, I am going to the Lieutenant Governor's office to hand in my resignation," he added, as his followers cheered.

The upstart Aam Aadmi party sent shockwaves through India's political establishment late last year when it scored a series of stunning successes during local elections in Delhi.

But Kejriwal's decision to resign little more than seven weeks after taking power in the city of 17 million throws his party's fortunes into uncertainty.

Kejriwal's announcement came shortly after local legislators effectively shot down his efforts to bring in anti-corruption legislation -- the key plank of his manifesto in December's state elections.

The Congress party, which had been allied to Aam Aadmi, decided not to back Kejriwal in Friday's vote, claiming the measure was unconstitutional.

In his speech to supporters on Friday, the 45-year-old blamed Congress for his decision to resign, accusing Prime Minister Manmohan Singh's party of reneging on an earlier promise to back the bill.

"Congress had promised us, in writing, that they would support the bill but when we tried to present it before the assembly today both they and the BJP came together to block it," Kejriwal said. "This is the first time in India's history that both the BJP and Congress have come together ... They have exposed themselves and shown their true face."

Kejriwal, who had been the head of a minority administration since taking power on December 28, asked Lieutenant Governor Najeeb Jung in his resignation letter to immediately dissolve the Delhi assembly and organise fresh elections.

"The Council of Ministers met this evening and decided to tender its resignation," said the letter, a copy which was obtained by AFP. "The Council also recommends dissolution of the Delhi Assembly and immediate conduct of elections to the Delhi Legislative Assembly."

Maharashtra CM agrees to shut 22 toll plazas

Posted by Unknown 0 komentar

MNS chief Raj Thackeray on Thursday wangled a promise from CM Prithviraj Chavan to shut down 22 toll plazas immediately and unveil a new policy before the poll model code of conduct starts in the first week of March.

After several more assurances in a two-hour meeting, Thackeray said he was calling off his morcha scheduled for February 21, but kept up the heat on the government by exhorting citizens not to pay toll till the new policy.

The CM admitted serious irregularities in toll collection and said a new policy awaits the cabinet's nod. ST buses would be exempted from toll, he added, and offered the same hope for BEST, which could reduce fares.

A comprehensive policy submitted to the government suggested several people-friendly measures like toll booths only beyond 5km from civic limits, time-bound projects, calculation of toll on road length, etc (P 4).

After Thursday's meeting, officials said other than withdrawal of 22 toll booths which are recovering less than Rs 10 crore by paying Rs 124 crore, the state is checking if it could eliminate 20-25 more toll booths by spending another Rs 350-400 crore. It would be discussed at a cabinet meeting soon.

"The state can spend a maximum Rs 500-600 crore to buy back toll booths in the interest of the angry people. Around 80 major toll booths will have to be retained as buying them out would be an unaffordable burden on the state," said a senior official.

Algeria: Plane crash kills 77 but 1 man survives

Posted by Unknown Rabu, 26 Februari 2014 0 komentar

An Algerian military transport plane slammed into a mountain on Tuesday in the country's rugged eastern region, killing 77 people and leaving just one survivor, the defense ministry said.

Air traffic controllers lost radio and radar contact with the US-built C-130 Hercules turboprop just before noon and dispatched helicopters to try to find it. The plane was discovered in pieces on Mount Fortas near the town of Ain Kercha, 50 kilometers (30 miles) southeast of Constantine, the main city in eastern Algeria.

The plane was heading to Constantine from the southern Saharan city of Tamanrasset, which has a massive military presence due to its proximity to the country's unstable southern borders. It was at least 24 years old, according to sales information supplied by its maker, Lockheed Martin Corp.

The plane carried 74 passengers and four crew members, the military said in its statement, blaming poor weather for the crash.

Earlier in the day, Algerian government officials and Algerian state media had reported that the plane had 99 passengers, making for a much higher death toll.

The lone survivor - a soldier - suffered head injuries and was treated at a nearby military facility before being flown to the military hospital in Algiers, a retired Algerian intelligence officer told The Associated Press. He spoke on condition of anonymity because he was not authorized to speak to the press.

Civil defense officials at the snowy crash site said the plane broke into three parts and women and children were among the dead. Military transports in Algeria routinely carry not only soldiers but military families and sometimes even other civilians, if space is available.

Commander Farid Nechad, who was coordinating recovery efforts, told the AP that 55 bodies had been recovered so far but conditions at the crash site were difficult."Unfavorable weather conditions and storms accompanied by snow in the region were behind the crash," the defense ministry said.

Mumbai Police arrest Raj Thackeray

Posted by Unknown 0 komentar

MNS chief Raj Thackeray was on Wednesday arrested at suburban Chembur here as the state-wide 'rasta roko' against toll plazas called by the party began with several protesters being taken into custody for disrupting traffic at many places across the state.

Raj Thackeray, who left his home in Dadar in central Mumbai at about 10am, was stopped in Chembur and arrested by police while he was heading towards the Vashi toll booth. He had planned to lead the road blockade at the Vashi toll plaza.

According to police, Raj was taken in a police van along with his party workers.

Police took MNS workers into custody at several places including Pune, Ahmednagar and Vasai. Tyres were burnt in Thane, while in Pune MNS workers deflated tyres of some vehicles.

The stir has commenced despite police serving a notice to Raj warning against participating in the agitation.

Undeterred by the notice, Thackeray, whose supporters vandalized scores of toll plazas across the state over the last fortnight, said traffic on the state highways was stopped from 9am.

In Dahisar, a suburb of Mumbai, a group of hundred people led by MNS MLA Pravin Darekar began protesting near Dahisar toll plaza. But nobody was detained from the spot, police said.

In Pune, about 25 MNS activists were rounded up by police when they tried to disrupt traffic at Chandani chowk along Pune-Mumbai highway in response to the 'rasta-roko'.

Tyres of some heavy vehicles were deflated by the party workers, led by former MNS corporator Rajabhau Gorde, in the demonstration at Chandani chowk.

A similar protest near 'Amritanjan' bridge along the highway disrupted vehicular traffic temporarily, police said, adding that a heavy bandobast has been put at various points in the city leading to highways where the toll collection booths are set up.

Yesterday, police had served a notice on Raj under section 149 of the CrPC, asking him to respect the law of the land and refrain from taking up any activity that would cause a law and order problem.

However, in some relief for commuters, Raj had said on Tuesday that life in cities would not be affected. "We have decided to exclude schools and colleges from the stir in view of exams. The cities won't be affected by the stir," he had said.

"A person from the state government was in touch with me on the phone requesting me to call off the stir," the MNS leader had said on Tuesday.

Maharashtra Police has decided to press into service contingents of Rapid Action Force and State Reserve Police to deal with the stir.
